Obtaining a library card: Residents

Anyone seeking to obtain a library card will be required to present a photo ID and evidence of residence. Illustrative forms of residence identification include: utility bill; voter ID card; blank check. Library cards will be issued to residents of the Village of Shabbona free of charge and shall allow for borrowing privileges at all participating public libraries in the regional library system.

 

Obtaining a library card: Non-Residents

Under the Illinois Local Library Act, 75 ILCS 5/4-7(12), and 23 Illinois Administrative Code Part 3050, Illinois residents whose primary residence is outside any tax-supported public library service area may apply for a nonresident library card at Flewellin Memorial Library when it is the appropriate participating library under state rules.

Eligibility is determined using state requirements concerning the closest participating library, school district boundaries, and shared community interests. Please contact library staff to confirm whether Flewellin Memorial Library serves your address.

The nonresident fee is $92 per household for 12 months, unless a fee exemption applies. The Board of Trustees reviews participation and the nonresident fee annually. Fees are calculated using a method authorized by the Illinois State Library.

Nonresident cardholders receive the same library services as resident cardholders, including reciprocal borrowing privileges at participating public libraries in the regional library system.

The Library honors all fee exemptions required by Illinois law, including those for qualifying students under Cards for Kids, eligible veterans and surviving spouses, and qualifying owners or lessees of property taxed for this library. Please contact library staff for eligibility and documentation requirements.

 

Cardholder Responsibility

Cardholders are responsible for any items borrowed on their card, including replacement costs for lost or damaged items.Patrons of the Flewellin Memorial Library are encouraged to return their borrowed materials by the stamped due date.The check out period for books and magazines is TWO weeks. Overdue items will be assessed a late fee at a rate of 10 cents per day not including days when the library is closed. Items may be renewed if no other patrons have placed a hold on the item. A maximum of 4 DVD or Blue Rays may be borrowed at one time.

Suspension of library privileges will occur if the patron has unpaid overdue fines of $5.00 or more, or has damaged item fees totaling $15.00 or more.

Library staff asks that all visitors to the library respect others by behaving appropriately within the library confines.
